Regulating and overseeing the aviation sector to ensure a safe travel environment connecting Syria to the world

The Syrian General Authority of Civil Aviation is the official entity responsible for managing and regulating the civil aviation sector in the Syrian Arab Republic, serving as the reference authority at both local and international levels. It was established by Cabinet Decision No. (6) dated December 31, 2024, as part of restructuring the aviation sector to align with national and international requirements. The Public Establishment for Civil Aviation and Syrian Airlines fall under its unified administrative, technical, and regulatory framework, directly linked to the Presidency of the Council of Ministers.
Management, operation, and regulation of all civil aviation affairs across all domains, issuing necessary instructions to implement the Civil Aviation Law provisions and related regulations, and monitoring their execution.
Proposing necessary regulations to implement the Chicago Convention provisions (ratified by Legislative Decree No. 142 of 1949), its annexes, amendments, and all other civil aviation-related agreements.
Formulating air transport policy in both its economic and technical aspects, and overseeing its implementation.


Operating according to International Civil Aviation Organization (ICAO) standards to ensure high safety in operations and services.

Enhancing governance principles and integrity, and applying clear systems across all operations.


Working to organize and develop the civil aviation sector in the Syrian Arab Republic according to the highest international safety and quality standards, enhancing infrastructure and navigation services efficiency, and ensuring safe and disciplined flight operations that meet growth requirements and serve national interests and beneficiaries.

An integrated, safe, and reliable civil aviation system positioning Syria as an effective hub in the regional and international air transport network, based on advanced legislation, qualified national cadres, and modern technologies that enhance the country's position in the aviation sector.

Determining landing fees, lighting, waiting, hangar accommodation services for aircraft at Syrian airports, navigation services, and facilitation for aircraft operating in Syrian airspace.
Studying and optimizing air routes in coordination with relevant authorities to activate air traffic and achieve economic viability.
Issuing licenses for operating air flights in Syrian airspace and airports to national, Arab, and foreign airlines and companies.
Inspecting aircraft registered with the Authority and foreign aircraft using its airports, with the right to ground them or seize related documents in case of violations.
Building, equipping, developing, modernizing Syrian civil airports per international standards, maintaining them, and providing all air and ground services.
Issuing certificates for Syrian air investors per approved international standards, as well as aircraft registration and airworthiness certificates for registered civil aircraft.
Conducting necessary tests and examinations for flight crew members, maintenance engineers and technicians, and air dispatchers working for national air carriers.
Investigating aircraft accidents within national territory and overseeing search, rescue, and relief operations in coordination with relevant authorities.
Establishing an air inspection system implemented by aviation safety inspectors onboard aircraft, and inspecting internal/external airports.
Securing all aviation safety supplies and airports, and firefighting services at Syrian airports.
Elevating institutional performance and improving service quality according to global best practices.

Developing systems and adopting innovation to enhance operational efficiency.
